Framing to help labor Organizing
Many of us in the labor community have been advocating for what we call "labor peace agreements" with local governments. The idea is that if a project has funding from a public entity, that public entity has a financial interest in assuring there is "labor peace" on the project. Some of my colleagues have started to think about how we frame working family issues in our community and we think labor peace is not a good description of what we want. We feel "labor peace" makes it sound like the alternative is the opposite and triggers a frame that includes strikes, picketing, violence, etc. We are looking at new ways to frame these agreements and we have so far come up with Community Benefit Agreements, although that is still lacking in my mind.

I like Labor Partnership. Maybe Community Labor Partnership? It brings to mind the concept of working together for the common good. Much better than the present term PLA (Project Labor Agreement)
Labor framing...
I would suggest the phrase: "Labor Positive" agreement. It suggests a deal that supports labor without the connotation of attacking management.

I imagine you want to evoke the collaborative aspect rather than the potential conflict.
