This is a cartoon which is signed Larson -- looks like the signature of Gary Larson, who did The Far Side. This is an older cartoon which the author of the GI special blog picked up and adapted -- Larson is reported to be retired at Wikipedia -- in which case Thomas F. Barton must be given credit for seeing the application.
This is very funny, but cuts to the heart of the fallacy of the "surge" -- that going into an urban setting is the worst possble place to be. It also expresses that Iraq is a trap, and we should be trying to get out. It refers to the primitiveness and stupidity of the administration. All this in just a few elegant lines. Pure genius! (even if it is the result of an adaptation, and "reframing" of the cartoon to refer to the current situation.)
