In calling for universal health care, Schwarzenegger nicely framed the issue to one of necessity. While most conservatives are talking about how universal health care would be a government handout, Schwarzenegger brought the fact that society often does get billed for medical costs to the front and center of the debate.

If only Arnold had called for universal health care. Instead, the message once again was universal "coverage." His plan mandates individuals to pay insurance companies, although, if they meet the income requirement, could receive some relief from the state to make the payments. I know compromise is necessary, but why do we always have to start the discussion with the assumption that insurance is the answer.

The progressive frame should be universal health care reform. That would mean dollars spent in prevention not just intervention (e.g. preventing type II diabetes instead of amputating limbs); individual responsibility (e.g. wearing helmets, quitting smoking, eating well); government standards and regulations of food, water and air supply, and a Medicare-like system for all.
